The restrictions relating to fishing gear, such as those concerning the size of the openings in trawl nets, and the allotment of fishing activities (the prohibition of fishing in certain areas and in certain seasons) had the goal of reducing fish discards.

The CARICOM Regional Fisheries Mechanism, which was recently formed, has already begun to make a positive contribution to the collaborative effort to improve capacity in fisheries management in the region.

Therefore, given the potential spread of drift net fishing to other fleets in the region, it called upon all parties concerned to agree on such a ban through the two competent fisheries management organizations, namely GFCM and the International Commission for the Conservation of Atlantic Tunas (ICCAT).

153. Qatar indicated that it had implemented several measures intended to protect and preserve fisheries resources and the marine environment. Among those measures aimed at reducing by catch was the prohibition of nylon fishing nets, the establishment of legal limits for mesh size, and other specifications for nets used in fishing operations.

Large scale illegal fishing by foreign trawlers (complicated by recent drought and floods), and the cumulative effects of the long standing ban on livestock were infringing the economic and social rights of the people of Puntland and thwarting development in the region.

The commercial fishers comprise about 300 boats, with 50 per cent of the fishers owning their fishing gear and the remainder acting as helpers or employees of the gear owners.

We cannot, therefore, accept the opening of the door to the global micromanagement of fisheries, which are subject to the sovereign rights of States or under the responsibility of regional fisheries management organizations.

These efforts also complement the work of regional organizations such as the Forum Fisheries Agency, the Caribbean Regional Fisheries Mechanism and the Indian Ocean Tuna Commission.

For example, in the fisheries sector, import prohibitions by developed countries have in some cases been justified for purposes of environmental protection.

Greenpeace was therefore seeking a substantial transformation from fisheries production dominated by large scale, capital intensive, destructive fishing methods to smaller scale, community based, labour intensive fisheries using ecologically responsible, selective fishing technology and environmentally sound practices.

The small scale, community based fisheries tended to be less wasteful and more efficient in terms of resource use, employed more people and created less by catch discards by bringing ashore all catch for consumption by the families of the fisherfolk as well as other members of their communities.

In another incident, fishermen had been taken off their boats, severely beaten, dragged into the area belonging to Egypt and left there.

Fishermen had been subjected to arbitrary arrest, confiscation of their boats and their fish harvest and the tearing up and confiscation of their nets.

In five years, if ocean decline continues and adequate prevention measures have not been implemented, the international community should consider turning the high seas with the exception of those areas where action by regional fisheries management organizations is effective into a regeneration zone where industrial fishing is forbidden.
