In connection with the proposal to establish a charge equivalent to 4 per cent of salary costs on all budgets to be applied against the cost of salaries paid to staff, the Advisory Committee was informed that the application of a uniform percentage on salary costs across all budgets would result in the regular budget and extrabudgetary and peacekeeping funds beginning to fund future after service health insurance costs in direct proportion to their active salary costs.

On the basis of the new standard salary costs, version 20, issued by the United Nations, the common staff costs rate applicable to The Hague has been fixed at 47.52 per cent of net salary costs for 2005.

Standard salary costs for New York are applied to the posts at Headquarters, and standard salary costs for Vienna and Nairobi are applied to the respective regional investigative hubs.

The amount of 6,282,800 provides for the salaries, common staff costs and staff assessment for 45 continuing posts.

Provision of 5,200 is also made for local staff salaries for 150 person days based on the salary scale applicable to the mission area ( 4,200) and common staff costs ( 1,000)).

Information regarding compensation packages should include salary, bonuses, pensions, share payments and all other benefits, financial or otherwise, as well as reimbursed expenses.

In annex II, section B, paragraph 1, it is further indicated that salaries and common staff costs for international staff are estimated using the Rome standard cost rates, while those for locally recruited staff are based on the salary established for the duty station.

5. The savings referred to in the previous paragraph were partially offset by additional requirements for local staff salaries and other travel.

The computation of national staff costs is based on the salary scale in effect from 1 September 2004 and takes into account the application of a 2 per cent delayed recruitment factor, as well as common staff cost requirements estimated at 28 per cent of net salaries.

Additional requirements under local staff salaries were mainly attributable to (a) the increase in local staff salaries by 61.8 per cent effective 1 March 1997 and (b) the payment of a non pensionable bonus, equivalent to 5.56 months salary, based on the previous salary scale applicable to Naqoura, Lebanon.

Based on the expected additional costs to be borne by the Fund and the drop in the level of total pensionable remuneration (see para. 175 (a) below), the administrative costs were likely to rise to the order of 0.25 per cent of pensionable remuneration.

The United Nations would continue to fully absorb the costs related to the other services and facilities provided to the Fund, such as staff payroll processing, personnel and procurement services and miscellaneous supplies.

Provision for overtime is based on 1 per cent of local staff salaries.

The amount of 800,500 provides for the salaries, common staff costs and staff assessment for three continuing posts, including reclassification of the post of Chief of Operations.

The indicative amount covers salary and common staff costs at standard rates as well as related common service costs (including rental of premises).

(b) Investment costs, which cover fees payable to the advisers and custodians for the investment portfolio, the cost of salaries, related staff costs and operational costs for the staff in the Investment Management Service and costs related to meetings of the Investments Committee

Based on the 1998 standard costs for New York and the salary scale applicable to the mission area, provision is made for the salary costs of an additional 7 international ( 87,900) and 10 local staff ( 23,300) for 21 and 30 work months, respectively, and for common staff costs ( 65,800).

UNCCD core budget expenditures denominated in euros include General Service staff salaries, most general administrative expenses, supplies and equipment, joint facilities management costs and travel agents bills (though daily subsistence allowance is denominated in dollars).

The provision of 3,391,200 was made for 128 international staff and 156 local staff based on the standard salary costs and the local salary scale applicable to the mission area.

The recurrent administrative costs are estimated at approximately 0.19 per cent of the estimated total pensionable remuneration.
