. A memorandum of understanding was signed by the executive heads of UNESCO and UNDCP in 1994.

The Directorate was provided with the technological and administrative resources necessary for the performance of its duties.

MINUSTAH human rights officers have been deployed to 8 of the 10 administrative districts of Haiti.

The Executive Director of UN Habitat then delivered a policy statement.

Support for the administration of the field network is provided by UNDP.

The rapporteur noted that the UNDP Governance and Public Administration Reform programme was one of the most successful UNDP projects in the Republic.

In addition, WFP conducts a regular policy dialogue with its major operational partners through an annual WFP NGO Consultation which is jointly managed and organized by the NGOs and WFP.

This would include IFAD, UNDP and the World Bank as well as Regional Development Banks, FAO, WFP, UNEP and other organizations, including NGOs.

The Administrator of UNDP has instructed Resident Coordinators to follow up the ACC initiative, and, in that regard, UNDCP has provided background material to Resident Coordinators.

The UNDP Governance and Public Administration Support Programme seeks to build national capacities in public sector management and administration by targeting assistance to the General Control Institution, the General Personnel Council and the Cabinet Secretariat Office.

12. The selection of the head of GM would take place through consultation between the President of IFAD and the Administrator of UNDP, keeping the President of the World Bank informed.

During the 2004 Federal Government elections, the Government made a commitment to sign and implement MARPLEX.

Similarly, regional administration officials have visited the Office of Free Competition and regional provincial governments.

Applying the United Nations model, UNDCP retains the following programme support rates 13 per cent for UNDCP executed projects a share of 13 per cent for projects executed by UNDCP together with associated agencies zero per cent for agency and government executed projects.

However, IAPSO reports to the Administrator and Executive Board of UNDP from which it receives policy guidance while IAPWG reports to no higher authority.

Most projects are implemented not by UNDCP but by executing agencies and government authorities.

UNDPc with the Government

The Ombudsman formerly known as the Commissioner for Administrative Complaints (COMAC) is an independent authority, established under The Ombudsman Ordinance (Chapter 397).12 The Ombudsman investigates and reports on grievances arising from maladministration.

The drafting of a framework for cooperation between UNDP and the Government is planned for 1999.

As a result of ACC deliberations and of meetings between the Executive Director of UNDCP and other executive heads, there is a clear commitment at the highest level of management.

UNDP had one of the best administrative costs programme execution ratios.

The Administration of the UNEP Regional Office for Latin America and the Caribbean received from UNEP headquarters the formal designation of the Finance Assistant and the Administrative Assistant as cashier and petty cash custodian, respectively.

50. One Observer (NGO) stated that the NGO community broadly endorsed both the conclusions reached by UNHCR on the difficulties experienced in implementing the policy on NGO headquarters support costs and the recommendation in the conference room paper that UNHCR maintain its current policy in this regard.
