The basic proposals for consideration by the Conference shall be those submitted, pursuant to section G, paragraph 6, of the Set, by the Intergovernmental Group of Experts on Restrictive Business Practices for the improvement and further development of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices.

The Fifth United Nations Conference to Review All Aspects of the Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices,

Market access restrictions such as foreign ownership limitations or import restrictions discriminatory operating and planning regulations, including zoning, aimed at limiting the market power of the incumbents and price control practices to protect competitors have often been used to ensure retail competition.

As far as procedural rules are concerned, the more obvious restrictions usually relate to defence rights and to the public nature of hearings.

219. With many rules, regulations and standards in place, the emphasis has shifted from the development of new rules to the effective enforcement of those that have already been adopted.
