The SDCs assess the training needs of their geographical areas, prioritise these on the basis on market demand and facilitate training of workers through training providers in the pubic and private sectors.

Nor did UNFPA assess the particular skills required, identify training needs or assess the impact of national execution on staff resources.

In paragraph 62, UNRWA agreed with the Board's recommendation that it (a) develop a comprehensive training plan based on a formalized needs assessment and (b) allocate an appropriate budget allotment based on identified training needs.

UNITAR should continue to develop innovative training methodologies, such as e learning and web based interactive platforms, knowledge management and self needs assessment, as well as new approaches in public and private partnerships for training.

Continuous needs assessments and feedback from recipients of technical advice are therefore combined with human resources development through training and fellowships, as was successfully applied in UNDCP assistance to national laboratories and the series of demand reduction forums, which combine needs assessment aspects with awareness raising and training.

Basic elements of training management such as annual plans, appraisal of training received and keeping staff training records must be put in place.

UNDCP should consider undertaking missions to requesting States in order to conduct a thorough needs assessment, to properly identify the assistance and training required, particularly in the establishment or upgrading of ship registries, and to enable States to provide timely and reliable information.

(c) Improve the coordination between indigenous and teachers' organizations to assess curricula gaps and improve teacher training modules on indigenous needs.

A training needs analysis was completed in December 2003 and a training plan based on the stated needs and skill requirements is in the process of being compiled.

(a) Conducting advisory services missions on needs assessment and capacity building, including training

At the end of each session, evaluation forms were distributed to the participants to obtain their feedback on the training materials and the trainers and to obtain views on how to improve future workshops.

It was followed by a half day session reserved for formal evaluation of the course.

Likewise, the Evaluation Centre for Handicapped and Older Persons has tools for evaluating the skills, abilities, aptitudes, attitudes and training for employment needs of handicapped persons and older persons with which to obtain labour profiles facilitating their inclusion within training and selective placement measures.

The approach generally focuses on 1) actions to improve government capacities to assess training needs, and to design and deliver training programmes 2) support to government participation in bilateral, regional and broader forums for training and staff development and, 3) support to the design and delivery of specific national training events.

For that purpose, a training needs assessment mission was conducted by UNITAR in Dushanbe during June 2005, identifying the short term training needs of the ministries and the civil society with a view to implementing five training workshops from September 2005 to September 2006 in the capital.

Curriculum revisions include training in methods of technology assessment, in creative approaches to ICT development, and in maintenance and adaptation to local conditions, as well as training in evaluating the viability and sustainability of export oriented strategies and complementary measures

It was considered that the first priority was to assess the training capacities of States and to prepare the UNDCP training guide.

(b) A review of the span of control of supervisors and the appropriate degree of independence exercisable by procurement officers

III. Initial needs assessment

The strategy is to increase local ownership and involvement in assessing training needs in the judicial sector, curriculum development, training delivery and impact evaluation.

While a number of countries may complain of assessment fatigue , both in general and in relation to specific technical assistance and training, others are still calling for such assessments to assist in defining and refining their needs.

Partners will be focusing on harmonizing malaria training at the institutional level and at the level of service providers, through a survey to assess the training needs of partners and local authorities.

With regard to programme management training in particular, during 1996 UNHCR continued to provide such training to its staff on topics covering the programme management system, needs assessment, project design, implementation, monitoring, evaluation, working with implementing partners, and the role of programme and field support staff.
