We should then be able, on an urgent basis, to decide on an acceptable mandate as a framework for negotiations.

We still agree that the CD should negotiate on the basis of the mandate in the Shannon report, and believe that the correct approach to the cessation of production of fissile material should be the adoption of a legal instrument through negotiations.
