The Conference is a negotiating body and the focus of all its efforts should be negotiations.

It is appropriate, however, that our first point relates to the Conference on Disarmament itself.

Squarely placed within the context of nuclear disarmament, such negotiations ought to be the focal point of CD efforts in 1997.
