This submission is made in conformity with the United Nations Office for Project Services Financial Regulations and Financial Rules of the United Nations Development Programme (UNDP), which are applicable to the Office mutatis mutandis.

With the ability of UNDP to undertake direct execution now delineated in its financial regulations and rules, and with the rapidly growing development of UNDP service centre capacity, the decline is expected to continue.

In view of the linkage between the Financial Regulations and Rules of UNDP and those of the Office, the latter has deferred the finalization of its revision until UNDP has completed its work.
