Non investment costs had been higher in the past, although they had not included agency support costs, and he noted that most of those non investment costs had already been approved.

1. The present Convention shall be subject to ratification, acceptance or approval.

The present Convention is subject to ratification, acceptance, approval or accession by States.

There are huge obstacles to this process, emanating from the enterprises themselves and from their lack of access to such essential inputs as finance, skills, management and information on markets. Due to the informal nature of their activities, such enterprises are often denied access to investment finance from formal private capital markets, public funds, development banks and other financial institutions.

12. Environmental costs should be charged to income in the period in which they are identified, unless the criteria for recognition as an asset have been met, in which case they should be capitalized and amortized to the income statement over the current and appropriate future periods.

For each State that ratifies, accepts or approves the Convention or accedes thereto after the deposit of the instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the day after the deposit by such State of its instrument of ratification, acceptance, approval or accession.

Future acquisitions of UNICEF capital assets will be included in the capital asset fund (see para. 24 below).

2. The present Protocol is subject to ratification or open to accession by any State which has ratified or acceded to the Convention.

D. Private flows

2. For each State ratifying or acceding to this Convention after the deposit of the twentieth instrument of ratification or accession, this Convention shall enter into force on the thirtieth day after the date of the deposit of that State's instrument of ratification or accession.

Low income countries, excluding China and India which enjoy good market access, received an increase of slightly less than USD2 billion and a total of slightly more than USD7 billion in private flows in 1996.

2. For each State ratifying, accepting, approving or acceding to the present Convention after the deposit of the thirtieth instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the thirtieth day after the deposit by such State of its instrument of ratification, acceptance, approval or accession.

For each State ratifying, accepting, approving or acceding to the Convention after the deposit of the twenty second instrument of ratification, acceptance, approval or accession, the Convention shall enter into force on the thirtieth day after the deposit by such State of its instrument of ratification, acceptance, approval or accession.

(11) As regards assets depreciation reserves, it is required to list item by item the beginning balance, amount prepared at current period, amount carried back at current period, amount written off at current period and ending balance of such reserves.

For each State or regional economic integration organization that ratifies, accepts or approves this Protocol or accedes thereto after the date of entry into force of this Protocol, this Protocol shall enter into force on the ninetieth day following the date of deposit of its instrument of ratification, acceptance, approval or accession.

4. For States whose instruments of ratification or accession are deposited after the entry into force of the Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession.

35. With the opening up of the capital account, there has been a tendency for currencies to appreciate as a result of increased capital inflows.

Each State may at the time of signature, ratification, acceptance or approval of the present Convention or accession thereto declare that it does not consider itself bound by paragraph 1 of the present article.

3. The present Protocol shall be open to accession by any State that has ratified or acceded to the Convention.

The list of States that have signed, ratified or acceded to the Convention, as well as the dates of their signature, ratification or accession, is contained in the annex to the present report.

2. For each State ratifying the present Protocol or acceding to it after its entry into force, the present Protocol shall enter into force one month after the date of the deposit of its own instrument of ratification or accession.

Non admission, on the other hand, should concern those whose entry had been denied and who therefore had, in fact, not entered the territory at all.

The entry of foreign investment is sometimes subject to a screening, approval and registration process.

Freer capital flows will give poor countries precisely this access, as the greed of investors in rich country leads them to venture into poor regions where capital is scarce.
