To avoid such circumstances, there is a need for both multicultural and intercultural education.

In this connection, the aim of its education policy is to ensure that the education on offer to indigenous girls and boys is intercultural and bilingual.

Multicultural education involves educational policies and practices which meet the separate educational needs of groups in society belonging to different cultural traditions, while intercultural education involves educational policies and practices whereby persons belonging to different cultures, whether in a majority or minority position, learn to interact constructively with each other.

The International Space University (ISU), established in 1988, placed emphasis on an interdisciplinary, international and intercultural space education programme.

While there are many successful examples of intercultural bilingual education, not all countries with indigenous populations have adopted this educational model.

188. In the area of education, the Government had launched an intercultural bilingual education programme (1995 2005) directed at indigenous communities throughout the country.

Article 4.4 calls for intercultural education, by encouraging knowledge in the society as a whole of the history, tradition and culture of the minorities living there.

35. The United Nations Educational, Scientific and Cultural Organization (UNESCO) reported that, within the framework of its transdisciplinary project Towards a Culture of Peace , it had undertaken a series of national programmes to eradicate a culture of violence and to promote reconciliation.

While the main problems related to intercultural and bilingual indigenous education now centre around the primary and secondary levels, significant progress has been made in recent years at the level of higher education.

The national policy in cultural education is implemented by the National Centre of Cultural Education that is subordinated to the MC.

In 2004, the Ministry of Education created the General Coordinating Agency for Indigenous Education, responsible for the support of various initiatives for the training of indigenous teachers, in compliance with the National Curricular Reference for Indigenous Schools (1998), aimed at fostering intercultural and bilingual multilingual education.

The main activities designed to encourage bilingual intercultural education, with academic and operational characteristics, include preparation of educational materials, encouragement of basic and professional training for bilingual teachers, the development of education projects, and encouragement of the use and teaching of indigenous languages in educational processes.
