Such clauses shall be null and void.

In addition, some delegations noted that the draft articles were closely connected to draft articles on the responsibility of States for internationally wrongful acts,4 and must be read in the context of those articles, including article 44.

With respect to the drafting of the revised preambular paragraph, these delegations expressed a preference for placing the provision in an operative paragraph, as a saving clause.

As such, the provision takes its place alongside a wide set of provisions in the Vienna Convention and pragmatic techniques of conflict resolution.

The provision thus helped to place the problem of treaty relations in the context of treaty interpretation.

Article 32 could be deleted without any problems, since the provisions were contained in other articles.
