Separation costs are charged to the period in which payment is made.

The Registrar shall maintain a record in the accounts of all commitments for future financial periods (rule 111.7) which shall constitute the first charges against relevant appropriations once these are approved by the Meeting of States Parties.

The report distinguished between the outstanding debts of the former Yugoslavia at the date of the dissolution of the Socialist Federal Republic of Yugoslavia and those outstanding on 1 November 2000, when the former Yugoslavia had ceased to be a Member of the United Nations.

All payments pertaining to the construction contract, notably to the consultants and the contractor for fees and supervision and reimbursable expenses, had been finalized and processed.

As in the past, the bulk of the disbursements has been to assist in the payment of medical expenses, including hospitalization, and related expenses not reimbursable from other sources.

All documents necessary for customs payments are to be completed, namely budget transfer notice of customs fees and customs fee receipt.

The amount of the payments to cover expenses was fixed some 10 years ago.

Expenditure for a financial period is the sum of the disbursements and valid unliquidated obligations made against the appropriation allocation of the period.

Governments were entitled to deduct a fee from payments made to claimants to compensate for the costs they incurred.

A payment plan had been submitted by Iraq in April 2005 but had subsequently been rendered moot by the transfer from the United Nations Iraq account of the bulk of the amount outstanding from that Member State.

Additional requirements of 57,600 resulted from the settlement of 158,900 in charges related to the prior period for which payment requests were received during this period.

The amount allocated was fully obligated to cover the cost of the external audit conducted during the reporting period.

The terms of the proposed agreement also stipulated that the agreement would not enter into effect until the first of 10 annual instalment payments of the actuarial costs involved had been made to the Fund by the Government of the Russian Federation.

Reimbursement of troop costs had been made through December 1997, and a further payment for the period up to May 1998 was expected to be made shortly.

(d) Implementation of the agreement upon receipt of payment by the Government of the Russian Federation of the first instalment of the actuarial costs

It would be available to the Secretary General to finance, on a recourse basis, any balances of unpaid assessed contributions of Member States arising after the establishment of the Fund, and in respect of which pledges to pay by a certain date have been made.

The project agreements specify an advance payment and subsequent progress payments the balance of 3,521,599 represents the unencumbered fund balances available for the biennium ended 31 December 1997, in excess of project expenditures and support costs.
