The Board reiterates its previous recommendation that the Administration ensure that peacekeeping missions compile assessments of progress and final performance of vendors and forward them to the Procurement Service in a timely manner in order to prevent situations in which contracts are maintained, extended and or renewed in the absence of vendor evaluations.

The increase in the case of the Field Administration and Logistics Division is attributable to the increased delegation of procurement authority to missions, where most procurement is sourced within the locality or region of the mission.

In addition, key linkages have been established by the Task Force with the Inter Agency Procurement Working Group, which is serviced by the Inter Agency Procurement Services Office and consists of United Nations funds and programmes, specialized agencies and international financial institutions.

These include better procurement planning by requisitioning units, streamlining the procurement process in the Procurement Division and by the Headquarters Committee on Contracts and making necessary changes to the procurement framework, including regulations, rules and refinements in the Procurement Manual.

Many delegations stressed the need for United Nations procurement to be transparent and geographically equitable and argued that, to expedite procurement and encourage local contracts, greater authority should be considered for procurement officers in the field.

The Section is considering new procurement practices to provide more flexibility for small purchases.

The Purchase Division should also be notified so that it can maintain accurate records of purchases made for each field mission and follow up on the delivery of the items.

Secondly, the use of centralized procurement of standardized vehicles, including spare parts, should bring greater productivity and efficiency in the procurement and management of the United Nations fleet of vehicles.

The Procurement Division was reorganized, procurement staff received training, the delegation of procurement authority has been adjusted and new procurement guidelines were finalized.

Besides processing invoices for peacekeeping mission procurement done through Headquarters, the Unit also processes government claims and troop payments.
