This resulted in resources that had been allocated according to the approved work plan being re deployed.

With respect to French translations, the Tribunal has redeployed resources in order to recruit additional French language staff.

The Secretary General has no intention of involuntarily separating staff as a result of the redeployment of resources.

Deployment of resources

The Board authorized the Director of the Institute to redeploy resources between appropriation lines in the budget up to a maximum of 5 per cent of the appropriation to which the resources were redeployed and noted that implementation of the budget and additional programmes was subject to the availability of funding.

This will allow better utilization of the human resources of the Department, part of which could be redeployed to perform functions related to the Rapidly Deployable Mission Headquarters.

IV. REDEPLOYMENT

Instead, existing functions and resources first needed to be reviewed and redeployed with full coordination between missions and departments at Headquarters.

Due to changes in standard costs between different duty stations, the redeployment would result in additional costs of 55,700.

It would not be possible, therefore, to redeploy resources from that Unit without introducing new and substantial delays in appeals as well as in disciplinary cases and in the provision of advisory services.

Optimizing the rate of redeployment of SDS may introduce new material management challenges as the volume of operational activities increases.

The Committee recommends that in the context of the budget submission for 1998 1999, the Executive Director reappraise those functions carried out at headquarters, which are financed by the Fund of UNDCP, and make proposals for redeployment of resources from headquarters to the field.

The released extrabudgetary resources of UNEP and UN Habitat have been reprogrammed for their substantive activities.

Clearer linkages were needed between requested financial and human resources and increases in troop strength or newly mandated activities and the next proposed budget should contain a much clearer analysis of existing resources and capacities and justifications for new posts, redeployment and restructuring.

The Secretary General therefore intends to redeploy resources from air operations to general temporary assistance to meet these additional requirements.

Also pertinent is the need for accelerating the rate of redeployment of the strategic deployment stocks by adjusting the composition and timely replenishment of the stocks.

Prior to the introduction of rapid replenishment mechanisms, it was generally accepted that SDS could be partially redeployed only once a year.

Now reusing is vital.

The redeployment between regions results in a net increase of 555,900 for Africa, fully offset by reductions in other regions.

Whilst this would obviously not be an ideal situation for this body to find itself in, it would in our view in the interim allow the redeployment of needed resources to areas of great need.

Projected extrabudgetary resources represented 35 per cent of the overall resources proposed for the new biennium.

Support for the redeployment of State administration

Improvement in the rate of redeployment is important for the overall capacity, robustness and effectiveness of SDS.

Should the Committee decide to take action on them, we would make every effort to implement them through redeployment of existing resources or through extrabudgetary funding.

This is being accomplished by redeploying 25 per cent of ECA staff resources to the subregional development centres located in the five subregions of the continent, as approved by member States.

The issue of the audits of building management services, procurement and the use of consultants, which had not been taken up by the Internal Oversight Group owing to the redeployment of resources, needed to be suitably addressed.

Emphasis will be placed on the role of UNDCP as advocate, technical partner, coordinator and partial source of funding.

The Ministry of Justice does not have a plan for the redeployment of judicial officials.

To accelerate the redeployment rate, the inventory levels of long lead time items will need to be increased and the stocking of short lead time items reduced appropriately.
