23 Transfer of Financial Assets

Article 24When an enterprise becomes a party to a financial instrument, it shall recognize a financial asset or financial liability.

Other issues raised related to the institutional set up for providing financial service to SMEs, cost recovery systems involving private sector users, the need to take into consideration the specificities of each country in the provision of financial services, and the importance of financing SMEs on the basis of prevailing international financial terms and conditions.

In Taiwan Province of China, large firms have provided trade credit and large scale loans to their SME partners, thus partially offsetting the discriminatory impact of government induced distortions against SMEs in the financial markets.

One important development has been the establishment of operational FIUs worldwide as centralized agencies that, at a minimum, receive, analyse and disseminate to the competent authorities information provided by financial institutions and designated non financial businesses and professions concerning possible money laundering and other financial crimes.
