Poland fully embraces the concept of collective security.

Such position of the CSTO member states is reflected in article 8 of the Charter of the Organization as well as in the Priority areas of the CSTO activity in 2004 2005 approved by the Council of Collective Security.

Corresponding Plan was approved by the organs of the CSTO and sent for signature to the Chairman of the Council of Collective Security.

Security depends on a collective security such that the security of one means the security of the other.

And it is the promoter of peace and collective security.

(a) Collective security in the framework of the United Nations

In that connection, we believe that collective security is security of all, by all and for all.

Security Council reform has no alternative but to focus on creating the best collective security system possible.

They destabilize our collective security.

The CSTO Committee of the Secretaries of Security Councils is responsible for coordination of efforts of national bodies of the CSTO member states in matters of joint response to the threats and challenges to security.

An alternative system of collective security must be sought from which nuclear deterrence was absent.

How should we balance individual liberty and collective security?

There, too, a solution must be found through an inclusive and equitable collective security system.

Efforts are taken to compile a Unified List of terrorist and extremist organizations that pose a threat to collective security of the CSTO member states.

It is a package of changes to enhance the system of collective security.

Pursuant to Security Council's Resolution 1267 the CSTO Secretariat on the basis of national lists compiled a Catalog of terrorist and extremist organizations in the CSTO member states.

An effective collective security system necessarily requires the comprehensive strengthening of multilateralism and the United Nations.

For the Security Council to remain the primary body in our collective security system, its legitimacy and effectiveness must be assured.

That will enable the international community to establish an international democratic system of collective security.

Mongolia supports the vision of collective security presented in the report of the Secretary General.

Collective security alliances are just that collective. It is time that everyone contributed their fair share to the common good.

As to Security Council reform, the Government of El Salvador believes that it falls within the broader context of collective security.

Moreover, the main challenge of the twenty first century is to expand and place in context the meaning of collective security, together with all the responsibilities, commitments, strategies and institutions required for the establishment of an effective, efficient and equitable collective security system.

That would without doubt represent a structural change for the Security Council that would be very harmful to our collective security system.

In order to coordinate practical measures on strengthening the CSTO potential to fight terrorism and violent manifestations of extremism the CSTO Secretariat regularly holds meetings of heads of antiterrorist departments of the security services and of the ministries of the interior of the CSTO member states.
