42. The new contingent owned equipment arrangements have been introduced in six missions UNTAES, UNPREDEP, MONUA, UNOMIG, MIPONUH and UNSMIH.

They somehow get into this reserve.

Take enough reserves to hold it.

Get your reserves out and ready to move up. Right.

They're committing their reserves.

It is not on my country's war reserve.

The new contingent owned equipment arrangements have also been partially introduced in six other missions UNDOF, UNFICYP, MINURSO, UNPF, UNAVEM III and UNAMIR.

The reserve would also support formed police units deployed to the area.

Obligations for 1998 for troops are expected to total 162 million and payments amounting to 164 million will be made for troop and contingent owned equipment.

This projection is based on the assumption that more memorandums of understanding with troop and equipment providers will be signed for MINUSTAH, ONUB and UNOCI, and new memorandums will be signed for UNMIS.

To better cope with that challenge, the Department of Peacekeeping Operations has been advocating for some time the idea of a strategic reserve of peacekeepers that can be relied upon for rapid deployment once a peacekeeping mission is established.

14. Provision for petrol, oil and lubricants and vehicle insurance are based on UNPREDEP owned vehicle fleet and deployment of contingent owned vehicles in UNPREDEP, as indicated in tables 1 and 2 below.

Therefore no reductions by year end 1998 of the aggregate debt to Member States for troops and contingent owned equipment is projected.

(b) The Federal Republic shall not have any reserve forces.

Provision of 920,000 is made for the transport of contingent owned equipment to the mission area.

EUFOR adopted a posture of out of sight but not over the horizon , being prepared to intervene if the situation deteriorated, and contingency plans were developed for the deployment of reserve forces, if required.

Additional requirements for office furniture, data processing equipment, accommodation equipment and miscellaneous equipment arise from the replacement of items of equipment that have reached the end of their economical life and that have not been previously included in the UNPREDEP budget since the Force was expected to be terminated.

Provision has also been made for the replacement of items of equipment that have reached the end of their economical life and that have not been previously included in the UNPREDEP budget since the Force was expected to be terminated.

The field missions will need the cooperation of the military contingents to identify the expected remaining life of each item of major equipment before that equipment can be scheduled for replacement under the new procedures.

97. In 1998 1999 the Contingent Owned Equipment Claims Unit will process claims from troop contributing countries in respect of contingent owned equipment, goods and services for ongoing missions and those under liquidation.

29. Amounts owed for troops and contingent owned equipment at the end of 1998 are projected to increase to 890 million from 884 million at year end 1997.

33. Many delegations expressed concern regarding the delay of reimbursement of troop contributions and the provision of contingent owned equipment, and urged that the matter be rectified expeditiously.

The retroactive application of the procedures to completed missions has caused financial shortfalls owing to the fact that the overall reimbursement is exceeding the 10 per cent amount budgeted for contingent owned equipment in some of these missions.

The budget provides 3 million for the transport of contingent owned transport by rail, including port and customs cost and 1 million for transport of contingent owned equipment by ship.

UNMIL formed police units and troops intervened to disperse the group.

In particular, a rapidly deployable reserve capacity and a strengthened police capacity were needed to reinforce missions in crises.

Debt to troop and equipment contributors is also expected to rise again.

They're probably preparing a fifth column to drop behind our lines.

(c) The contingent owned equipment control system is envisaged to provide for the on line reporting, processing and actioning of the prescribed policies and procedures concerning the reimbursement and control of the contingent owned equipment of troop contributing countries participating in peacekeeping missions.

The troop contributing country is entitled to reimbursement for providing this support. Dry lease refers to a contingent owned equipment reimbursement system whereby the troop contributing country provides equipment to a peacekeeping mission and the United Nations assumes responsibility for maintaining it.

There were no other requests for reimbursement under the new arrangements for contingent owned equipment for those two missions.

Of these, it is assumed that there will be an actual requirement to mount one new small mission (up to 200 observers per year, and one new medium sized mission (up to 3,000 troops in contingents) every two years.

Significant progress has been made in the preparation of UNMIS team sites.

The Committee points out, therefore, that the estimates for reimbursement of contingent owned equipment are, at this stage, merely projections.

1. As a result of the implementation of the wet lease arrangements for the reimbursement of contingent owned equipment, requirements under the contingent owned equipment budget line increased and requirements under other budget line items decreased.

However, having examined the budget for the Mission, it was uncertain as to what other options existed, especially for the transport of contingent owned equipment.

The Committee notes that this is partly due to costs for airlifting contingent owned equipment for the advance deployment of troops and special forces.
