The least important form of capital, in this project, is financial capital money.

Money laundering provides criminals and organized criminal groups with both cash flow and investment capital.

Policymakers in many emerging market countries worry that surging capital inflows will drive up the value of the local currency, destabilize financial markets, and fuel economic overheating. Their reactions range from buying up the foreign money to prevent currency appreciation to adopting capital controls, and, in extreme cases, to keeping the money out altogether.

The simple truth is that corporations represent capital, and capital in the form of factories, equipment, machines, money, and even houses has been the single biggest winner in the modern era of globalization. Corporate profits are bursting at the seams of investors expectations in virtually every corner of the world.

A third reason to go slow on easing capital controls is that China s economic reforms remain incomplete, with property rights not yet clearly defined. Amid ambiguity over ownership and pervasive corruption, the free flow of capital across borders would encourage money laundering and asset stripping, which would incite social tension.
