The library manages the Authority's specialized collection of reference and research materials focusing on matters relating to the law of the sea and deep seabed mining.

In 1997, the Division also assisted the Authority by informing the World Trade Organization (WTO) about the consistency of the trade related provisions of the deep seabed mining regime, as established by Part XI of the Convention and the 1994 Implementing Agreement, with the provisions of the WTO and about the convergence of the dispute settlement procedures in trade related matters under the deep seabed mining regime with those of WTO.5

There is a growing interest for bioprospecting for deep seabed genetic resources.

We have invested heavily in the exploration of minerals in the deep seabed.

Once the seabed mining code is approved by the Authority, the seven pioneer investors would be granted exploration contracts.

301. All three types of deep seabed minerals can be found within or beyond national jurisdiction.

As required, the applicant has expended more than 30 million in research and prospecting in the deep seabed.

30. In the past year, the Authority has made considerable progress in its substantive work, including significant progress in drafting the seabed mining code.

The workshops provided the best available scientific information on deep seabed resources and the ecosystems in which they are found.

33. It should be recalled that the most significant development in the implementation of the deep seabed mining regime, established by the Convention and the 1994 Implementing Agreement, occurred in 1997 when the plans of work for exploration of seven registered pioneer investors were approved by the Authority.

Industries and activities such as fisheries, shipping, and seabed mining are all regulated separately. No governance framework is in place for emerging high seas industries such as energy production.

Over the last several years, the Authority has convened a series of workshops on topics related to the deep seabed environment and its resources.

The International Seabed Authority can and is supposed to regulate mining activities in the Area in such a way that any negative effects on the marine environment are minimized or avoided.

Similarly, we would encourage the International Seabed Authority to continue its work, particularly on the elaboration of a balanced mining code that takes into account the interests of all States as well as environmental questions.

The Committee expresses its deep concern regarding children working in hazardous occupations such as mining, often in precarious conditions that fall short of labour safety standards.

30. The Authority has also initiated work on a number of other substantive matters within its area of competence. The focus of the substantive work is on data and information that can be analysed so as to estimate the magnitude of the potentially recoverable polymetallic nodule resources as well as to obtain an understanding of the probable environmental impacts of deep seabed mining (ISBA 3 A 4).

We also commend the Authority for its continuing role in providing training through annual workshops on the scientific and technical aspects of seabed mining and also on the critical area of protection and preservation of the marine environment.

Upon the completion of this phase, the Authority will be provided with recommendations regarding the recovery of the deep abyssal plain communities from disturbances by a test mining system.

Mining beyond the approved limits of mining areas or seams shall be forbidden.
