Emergency fund

We believe that the situation should change in the near future with the reorganization of the Central Emergency Revolving Fund as the Central Emergency Response Fund.

Accelerating humanitarian response by ensuring that emergency funding is available immediately, building on the Central Emergency Revolving Fund, and, accordingly, by inviting Member States to contribute to the restructured Fund

With a new emergency Fund, we may have more predictable funding.

The creation of an emergency support fund for cotton was important.

We have taken a decision on the Peacebuilding Commission we have expanded the central emergency fund and transformed it into the Central Emergency Response Fund, with new qualitative and quantitative development.

We applaud the proposal put forward by Mr. Jan Egeland, Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, for renaming the upgraded Fund as the Central Emergency Response Fund.

He also asked for information on the level of voluntary contributions to the Emergency Fund.

We have followed with interest the proposal for an improved Central Emergency Revolving Fund (CERF).

In that respect, it is encouraging that the General Assembly decided last week to upgrade the current Central Emergency Revolving Fund to the Central Emergency Response Fund, so as to ensure swifter and more predictable responses to humanitarian emergencies.

A key initiative to this end is the upgrade of the Central Emergency Revolving Fund (CERF).

We welcome the moves to expand the Central Emergency Revolving Fund and the commitment of donors.

At the same time, 1 million was intended to go to the Emergency Disaster Relief Fund.

Also, MCSS announced a 2 million Emergency Energy Fund, which provided one time emergency assistance to deal with payment of energy utility arrears, security deposits and reconnection fees.

6. Expresses its deepest appreciation to those Governments that have contributed to the Central Emergency Revolving Fund

The Fund can provide emergency assistance to individual cases in countries where no project is receiving support.

Urges the international community to provide budgetary support to meet emergency needs, including the payment of salaries, in particular by providing additional contributions through the Emergency Economic Management Fund

We have expanded and transformed the existing central humanitarian funding mechanism into the new Central Emergency Response Fund.

Finally, it calls for better predictability of humanitarian funding, notably by improving the current Central Emergency Revolving Fund.

Invites the donor community to consider providing budgetary support to meet emergency needs, including the payment of salaries, in particular by providing additional contributions through the Emergency Economic Management Fund

Likewise, we support improving the Central Emergency Revolving Fund and the use of emergency standby capacities, under the auspices of the United Nations, for a timely response to humanitarian emergencies.

The report of the Secretary General on the Central Emergency Revolving Fund, contained in document A 60 432, makes some useful recommendations for improving the operations of the Fund.

Also taking note of the report of the Secretary General on the improvement of the Central Emergency Revolving Fund,

This arrangement will be similar to that of the Emergency Economic Management Fund, which has been providing a funding modality through UNDP to the Government to manage and finance its emergency budget.

Finally, we welcome the General Assembly's establishment of the Central Emergency Response Fund to respond to disasters and humanitarian emergencies.

In the health sector, the United Nations Population Fund (UNFPA) supported the improvement of emergency obstetric care in district hospitals.

We should examine whether the existing Central Emergency Revolving Fund should be upgraded or a new funding mechanism should be established.

Also taking note of the report of the Secretary General on the improvement of the Central Emergency Revolving Fund,A 60 432.

The Portuguese contributions and other pledges, including from the European Union, would be channelled through the UNDP managed Emergency Economic Management Fund.

We congratulate the Secretary General for his bold report concerning the improvement of the Central Emergency Revolving Fund (CERF) (A 60 87).

It would be preferable, in our view, to build on existing mechanisms, such as the Central Emergency Revolving Fund, in order to ensure available funds for rapid disbursement and to avoid delays in acute emergency situations.

Pakistan fully endorses the Secretary General's proposal for a 500 million Central Emergency Revolving Fund to be placed at his disposal for that purpose.

This all results in increasing demands on the Central Emergency Revolving Fund (CERF), which requires urgent review if it is to fulfil its purposes.

The Executive Board will have before it a report highlighting the role of the Fund in emergency preparedness, humanitarian response and transition and recovery.

Taking note of the reports of the Secretary General on the strengthening of the coordination of emergency humanitarian assistance of the United NationsA 62 87 E 2007 70. and on the Central Emergency Response Fund,A 62 72 E 2007 73.

We applaud the efforts to improve the Central Emergency Revolving Fund to strengthen the effectiveness of the United Nations humanitarian responses, as well as the mechanisms for the use of emergency stand by capacity for a timely response to humanitarian emergencies.

6. Requests the Secretary General to continue to inform Governments regularly about the use of the Central Emergency Revolving Fund and to report to the General Assembly at its fifty ninth session on the utilization of the Fund

He asked why the General Assembly was being requested to authorize supplementary funding of up to 200,000 for the Emergency Fund in 2006 2007, as, in recent budget periods, the amounts drawn from that Fund had been considerably smaller.

Taking note also of the report of the Secretary General on the Central Emergency Response Fund,A 61 85 Add.1 E 2006 81 Add.1.

Concerning the proposed Central Emergency Response Fund, further details need to be articulated with regard to the scale of financing in the grant component, recommendations for loan and grant facilities, the operation of the Fund, and its administration and management procedures.

8. Authorizes the Board to supplement the voluntary contributions to the Emergency Fund for the biennium 2008 2009 by an amount not exceeding 200,000 United States dollars

Schauble advocates a longer term solution a European Monetary Fund (EMF) to provide emergency lending to countries at risk of default on their sovereign debt. Emergency lending would come with a prohibitive price tag, strict conditions, and mandatory penalties in the event of non compliance.
