The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

The inability of Western European governments to enact sufficiently bold liberalizing reforms to create the possibility of full employment, together with the failure of western European monetary policy to be sufficiently stimulative to create the reality of full employment.

This was supplemented by ongoing dialogue on policy issues, including meetings of the United Nations European Union steering committee in November 2004 and June 2005 and United Nations participation in a European Union peacekeeping exercise study in April 2005.

Thirdly, in cooperation with UNICEF, the European Union has launched a children's rights training programme for Union officials and the issue has also been introduced in training activities related to the European Security and Defence Policy and crisis management.

PARIS While Europe s citizens largely support the establishment of a common security and defense policy, most European leaders have demonstrated a clear lack of interest in creating one including at last month s European Council meeting. What accounts for this paradox?

With no policy institution able to take charge, countries like Italy and Spain would return to the brink of panic induced insolvency. A deep European depression would result, almost certainly dragging down the German economy and reversing the European integration process.

The key to success was a combination of international incentives, provided mainly by the European Union's consistent policy of conditioning European Union accession upon full cooperation with the ICTY, and an effective joint operational plan between Croatia and the ICTY.
