The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. Russia knows that when it comes to conducting a serious foreign and security policy, Europe is all mouth. Russia has pushed Europe around for years on energy issues, cutting bilateral deals with the bigger countries and opposing efforts to create a common European energy policy.

That must be seen in the wider context of an all embracing maritime policy for the European Union, on which the European Commission will publish a consultation document in the first half of 2006.

Finally, the European Union intends to undertake a proactive policy on Africa, particularly sub Saharan Africa.

Effective multilateralism is the hallmark of the European Union's external policy.

The upheaval among Europe s southern and eastern neighbors may well bring about a long overdue revamping of the EU s Neighborhood Policy. And, in pursuit of other avenues for expanding the EU s reach, European leaders might reinvigorate the European Economic Area.

These labor market and immigration policies should become the focus of policy coordination within the EU. By concentrating on policies to sustain integration while at the same preserving the European social model, the European Council would again become a relevant policy forum where the real needs and hopes of citizens could find effective responses.

But, for the ECB's plan to work, its QE must be robust and that will require broad support. After all, eurozone monetary policy is the product of joint decision making within the ECB governing council, where Germany's influence is strong.

Europe Crosses the Rubicon

Its monetary policy cannot be perfectly suited to all members needs all of the time. For the euro s first ten years, the ECB s policy was too lax for Spain now it is too lax for Germany.

Moreover, the Europe wide political families of Christian Democrats, Social Democrats, and so on could be allies on some policies and opponents on others, transcending national or regional borders, and moving toward pan European politics, with the European Parliament increasing its democratic debate and oversight functions.

There are many similar examples from the fields of standards, competition policy, and taxation that are applicable here. So, fundamental considerations speak for deeper European integration, extending even to the creation of a single European state.

Europe s economy remains shackled by three problems sovereign debt, the euro, and wobbly banks despite several new policy backstops the European Stability Mechanism (ESM) the European Central Bank s easy money policies and holdings of sovereign debt and the ECB s takeover in November of supervision of the 130 or so largest pan eurozone banks. None of these reforms has been sufficient to restore the stronger growth that Europe desperately needs.

But this will require a shift in the ECB s attitude. Europe needs a monetary policy that views aiding employment growth in northern Europe as more important than continental price stability.

This is not the type of volatile monetary policy that Europe wants or needs.

At times, the US seemingly sought to eradicate any knowledge of nuclear technology from a country of which it is deeply suspicious, whereas the European approach was to seek reliable assurances that Iran would never develop a nuclear weapon. At the end of the day, the US recognized that any realistic policy needed European support, while Europeans saw preventing a rush to war by the US or Israel as a central policy objective.

They mentioned such activities as sponsorship of resolutions at the Commission on Human Rights and support for the policy of regional organizations such as the European Union and the Council of Europe.

Finally, Europe should transform the ESM into a European Monetary Fund capable of providing policy assessment and advice, as well as financial assistance possibly drawing on European Commission staff.

According to the latest survey being done by the European Commission, 89 percent of the citizens of Europe believe that there is a growing gap between the opinion of the policy makers and the opinion of the public.

In that context, it is worth noting the European Union's support for the Sudan and the Democratic Republic of the Congo in the framework of the European Security and Defence Policy.

As an integral part of the CFSP, today s ESDP and tomorrow s Common Security and Defense Policy will work only if the member states responsible for implementing them allocate the resources that they need. This implies a Europe based approach that takes precedence over national considerations once national and European level foreign policies are unified.

The EU must respond with a genuinely European asylum policy that will put an end to the panic and the unnecessary human suffering.

This renewed commitment to a strong and united Europe is the second pillar of a twenty first century German foreign policy. New Power, New Responsibility calls for deepening the European Union through measures that would include democratizing EU financial decision making by directly engaging national parliamentarians and exchanging tighter European fiscal constraints on member governments budgets for a European banking union, a eurozone budget, and Eurobonds.

The honeymoon for the European Central Bank is over. Because European interest rates no longer are clearly out of whack with the fundamentals of the euro zone economy, monetary policy has become more complex.

In order to regain economic competitiveness, European countries will have to abandon many of their social welfare policies and reform their political institutions. Most Europeans prefer to ignore the looming challenge of radical policy reform, owing to the decline in living standards that it implies.

The last two years have seen an increasing momentum and commitment to the United Nations by the European Union, which has been reflected in various policy statements of the European Commission.

When I consider the European economy, the ECB s failure to provide more monetary support for economic growth appears to be directly analogous to Europe s disastrous monetary policies in the 1930 s. The political consequences could be similarly devastating.

So we are left with a combination of the first three options, also known as policies to restore European growth a phrase that appears in every international communiqué. But the communiqués never get more specific.

Many emerging markets will also want to engage in countercyclical macroeconomic policy, but they are hemmed in by concerns of fiscal sustainability and fear of rampant inflation. Beyond political and fiscal unification and short term growth policies, Europeans urgently need structural reforms aimed at restoring Europe s competitiveness. Each of these pillars is needed if Europe is to overcome its existential crisis.

The European financial crisis is really a political crisis, because EU leaders are unable to decide on the necessary measures. Instead, time is lost on secondary issues largely rooted in domestic policy concerns.

For similar reasons, Great Britain, though allergic to any common European defense policy, offered two planes. As for Europe, it did nothing which was foreseeable.

The EU is keen to restore or establish human rights, stability, and prosperity. Outside Europe, the ESDP acts to enhance governance rather than promote regime change, and the EU has often assisted governments efforts to improve security conditions.

Before the advent of the euro, there were many fiscal crises in individual nation states in southern Europe, which produced waves of high inflation. But, with the single currency in place, the road to solving a fiscal crisis through inflation has been closed, as the European Central Bank (ECB) now stands watch over monetary policy.
