49. The work programme of the Economic Commission for Europe (ECE) does not explicitly cover the area of public administration, but a number of its activities are directed to public administration in its areas of competence.

232. As far as market matters are concerned, the Danish agricultural policy functions within the framework of the Common Agricultural Policy of the European Union.

The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. This put human rights funding into the National Indicative Program (NIP), which encompasses 17 countries ten in the south and seven in Eastern Europe.

In their activities, the institutions of the Union respect human rights as guaranteed by the European Convention for the Protection of Human Rights and Fundamental Freedoms and as resulting from the constitutional traditions common to the member States, under the control of the Court of Justice of the European Communities.

C. Implications for public policy

Proximity to the European Union (EU) serves as an additional incentive to public administration reform in a number of the CIS member States.

Europe s common market has been the single greatest success of post World War II European policy, boosting economic growth and fostering cultural interchange. But a common market requires a level playing field, and the European Commission has worked hard to achieve this in many sectors over the years.

Legislation and control have been set up within this framework as a result of the EU Common Agricultural Policy.

As an integral part of the CFSP, today s ESDP and tomorrow s Common Security and Defense Policy will work only if the member states responsible for implementing them allocate the resources that they need. This implies a Europe based approach that takes precedence over national considerations once national and European level foreign policies are unified.

For similar reasons, Great Britain, though allergic to any common European defense policy, offered two planes. As for Europe, it did nothing which was foreseeable.

The Department of Economic and Social Affairs of the Secretariat, in partnership with the Government of Italy, has also been supporting the Programme for Innovation in Public Administration in the Euro Mediterranean Region to strengthen public administration.

These labor market and immigration policies should become the focus of policy coordination within the EU. By concentrating on policies to sustain integration while at the same preserving the European social model, the European Council would again become a relevant policy forum where the real needs and hopes of citizens could find effective responses.
