We encounter obstacles such as the rejection of the European Constitutional Treaty in two referendums.

The European Community also declared that the Convention would apply, with regard to the competence of the Community, to the territories in which the Treaty establishing the European Community, as amended by the Amsterdam Treaty, was applied and under the conditions laid down in that Treaty, in particular its article 299.

For starters, the existing treaty cannot be used to create a single European resolution authority, leaving an awkward interface between the ECB and national authorities. To answer that question, we should consider not just the 1815 Treaty of Vienna, but also the 1648 Peace of Westphalia and the 1919 Treaty of Versailles, each of which in its own way brought to an end a bloody chapter in European history.

Since the shock of the French and Dutch no votes against the European Union s proposed Constitutional Treaty, events have followed their inevitable course, but more rapidly than expected.

There is no need for treaty changes or complex new legislation. All that is needed is political direction, so that the European Commission can establish the necessary governance structures.

Many emerging markets will also want to engage in countercyclical macroeconomic policy, but they are hemmed in by concerns of fiscal sustainability and fear of rampant inflation. European fiscal policy is constrained by the Maastricht Treaty, while European monetary policy is rather single mindedly devoted to price stability.ampnbsp

Full realization of this vision would require either a change to the existing European treaties or, more feasible, agreement by eurozone members on a new treaty, like the fiscal compact that entered into force in 2013. In the meantime, Article 136 of the existing Treaty on the Functioning of the EU would allow for some preliminary steps, such as the designation of votes at the European Council that are reserved for eurozone countries only.

As the European Union prepares to celebrate the 50th anniversary of the Treaty of Rome later this month, the EU is widely perceived to be on its knees. European integration, is felt to have, somehow met its Waterloo in 2005, when Dutch and French referendums unexpectedly torpedoed the draft EU constitution.
