The Independent Evaluation Unit will continue to reinforce its activities in the development and management of the Office's evaluation activities.

In 2003, an evaluation of gender mainstreaming at UN Habitat was conducted by a consultant commissioned by the UN Habitat Evaluation Unit.

In addition, the authors of the Joint Inspection Unit report on managing for results stressed that self evaluation should constitute the backbone of any effective evaluation system .

Evaluation would allow UNCTAD to extend technical cooperation most effectively within the framework of its limited resources, and the unit responsible for evaluation in UNCTAD should be properly strengthened.

14.22 Included in the Office of the Executive Director are the Programme Coordination and Management Unit, the Evaluation and Oversight Unit and the Office of the Secretariat for Governing Bodies.

The monitoring and evaluation functions of UN Habitat are coordinated by the Monitoring and Evaluation Unit, which is located in the Office of the Executive Director to give it greater independence.

Paul Fishstein who began working there in 1978 worked for Save the Children, ran the Afghan research and evaluation unit.

The major challenge faced by the Monitoring and Evaluation Unit is its limited staffing resources (1 Professional and 1 General Service).

UN Habitat should increase the capacity of the Monitoring and Evaluation Unit by at least one post to better meet its requirements and to improve the quality of evaluation and monitoring activities (see paras.

27.15 The Under Secretary General evaluates and reports on the programme performance of the Department through the Evaluation and Communications Research Unit.

The Unit advocates the incorporation of evaluation and best practices identified therein into current and future programmes, organizational and strategic planning and policy formulation.

The component would include a programme support unit, a monitoring and evaluation unit and a community sensitization unit, and its staff would be deployed at the subnational, state and community levels in order to coordinate with and support the work of the respective Sudanese disarmament, demobilization and reintegration institutions.

In addition to producing evaluations on UNHCR's operations worldwide, the Evaluation and Policy Analysis Unit (EPAU) has been working on the development of tools and techniques to enable staff to validate and implement recommendations contained in evaluation reports.

The Unit notes with satisfaction the strong emphasis placed by the Working Group on self evaluation, but reiterates its caution that introducing self evaluation has proved to be a major challenge for most organizations of the United Nations system.

To the extent feasible, the monitoring activities should build on the results of similar activities of Jordan's Pasture Resources Information and Monitoring Evaluation Unit ( PRIME ).

As part of the reform process of UNODC, the Independent Evaluation Unit was established in August 2003 in the Division for Policy Analysis and Public Affairs.

The General Assembly invited the Committee, in performing its programmatic, coordination, monitoring and evaluation functions, as contained in its mandate, to consider relevant reports of the Unit.

As part of that drive, the Office had recently created a Policy, Planning, Monitoring and Evaluation Unit which would help in establishing a strategic planning and management system.

(b) Assist UNOTIL police advisers (20) with institutional capacity building, through training, mentoring and regular evaluation, to bring about organizational and attitudinal change within the Border Patrol Unit.

In that connection, the newly established Compliance, Evaluation and Monitoring Unit would support and examine disciplinary action by providing an independent, consistent and well documented incident reporting service.

Upon enquiry, UNODC informed the Advisory Committee that the Independent Evaluation Unit, with three Professional staff and two General Service staff in the Policy Analysis and Research Branch (Division for Policy Analysis and Public Affairs), was responsible for planning and coordinating the evaluation activities for UNODC.

The Unit, therefore, concurs with the proposals. Accordingly, it welcomes steps already taken by OIOS to reinforce its role in providing central support and guidance to managers throughout the Secretariat with the issuance of the glossary of common monitoring and evaluation terms and the preparation of the evaluation manual.

The International Labour Office has since asked the Unit to conduct an evaluation of the Office's implementation of strategic management and budgeting based on the benchmarks defined in the series of reports.

With regard to the introduction and use of self evaluation, the Joint Inspection Unit cautioned that that has proved to be a key challenge for most organizations of the United Nations system.

In a users' survey conducted by the Evaluation and Communications Research Unit of the Department of Public Information, United Nations Communications Group members agreed that the Group was an effective coordination tool.

52. Decides to establish an independent Management Evaluation Unit in the Office of the Under Secretary General for Management, with one Chief of Unit (P 5), two Legal Officers (P 4) and three Administrative Assistants (General Service (Other level)) and general temporary assistance equivalent to one P 4 Legal Officer position

This segment would cover current agenda items on evaluation, the report of the United Nations System Chief Executives Board for Coordination, and other coordination reports, and the reports of the Joint Inspection Unit.
