Japanese households hold savings of about 1.1 trillion in net monetary assets. In about three years, however, the amount of JGBs will exceed the total assets of Japanese households.

In neither scenario does it make sense to hold huge amounts of dollar denominated assets today. Therefore, foreign speculators should, any day now, dump their dollar denominated assets onto the market, and so bring about the dollar decline that they so fear.

By offering to lend freely against collateral, they liquify assets and prevent banks from being forced to unload loans or securities at fire sale prices. Anticipating such liquidity insurance, banks can make illiquid long term loans or hold other illiquid financial assets.

Although accounting rules often permit banks to price these assets at face value, it is generally believed that the fundamental value of many toxic assets has fallen significantly below face value. The Obama administration came out with a plan to spend up to 1 trillion dollars to buy banks toxic assets, but the plan has been put on hold.

Because the debts of the large industrial borrowers the UK and the US are externally financed, the argument that their governments can always monetize debt is not convincing.
