Consider the impressive scale and scope of other multilateral trade agreements such as the Trans Pacific Partnership, the Transatlantic Trade and Investment Partnership, and the Trade in Services Agreement that are currently being negotiated.

In fact, over the last decade, international trade rules have created significant friction between China and many other countries, including the US. Now, free trade agreements are being negotiated namely, the Trans Pacific Partnership and the Trans Atlantic Trade and Investment Partnership that will undermine the continued expansion of Chinese exports to the extent that they raise entry barriers for Chinese firms.

The Trans Pacific Partnership (TPP) is further along, and involves 11 countries, besides the US, that collectively produce as much as 40 of global output but China, crucially, is not among them. The Transatlantic Trade and Investment Partnership (TTIP) with the European Union has an even more ambitious reach, promising to join two giant regions that together account for half of world trade.

Ownership and responsibility underpin the Monterrey Consensus, which emphasizes a partnership approach in the mobilization of domestic resources, the provision of an enabling environment for foreign investment, good governance at all levels and private sector participation in development financing.
