Participants would review the commitment to expand existing national disaster plans to include responses to mass migration in each country, together with a renewed interest in improving migration management in all its aspects.

In that regard, the Group welcomed the commitment shown by the Government of the Democratic Republic of the Congo to promoting good governance and transparent economic management, both of which were key elements of NEPAD.

The seventeenth session of the Committee on Forestry held in Rome in March 2005, was preceded by a high level ministerial meeting that addressed international cooperation on forest fire and commitment to sustainable forest management.

There was political commitment, some financial commitment, and everybody joined in the fight.

Strengthening political commitment

Our commitment continues.

The five management systems studied are core management functions found at all levels of government financial management, human resources management, capital and infrastructure management, information technology management, and managing for results.

For the first commitment period only, additions to and subtractions from the assigned amount of a Party resulting from forest management under Article 3, paragraph 4, after the application of paragraph 10 above and resulting from forest management project activities undertaken under Article 6, shall not exceed the value inscribed in the appendix below, times five.

Good governance continues to be a strong commitment, as illustrated by, among other initiatives, the appointment of the Vienna ombudsman, the development of the online integrity initiative training programme, the improvement of managerial skills and continued communication between management and staff through various formal and informal mechanisms, including a quarterly staff publication of the Human Resources Management Service.

In this connection, the Transitional Government needs to demonstrate a commitment to working closely with its international partners to establish a mechanism to ensure the sound, transparent and accountable management of public finances and to effectively address corruption.
