A. Financial dimensions of the net transfers

Negative net transfers of financial resources a net movement of financial resources out of a country does not necessarily denote an adverse economic outcome.

An amount of 3,277,774 net saving arises from the cancellation of 2002 2003 obligations.

The increase in net financial outflows from that group of countries and the fact that the multilateral financial institutions had become net financial transfer recipients were a cause of grave concern.

Excluding these reserve changes, the net financial transfer from abroad was positive.

Obligations amounting to 130,200 were subsequently liquidated, resulting in an increased unencumbered balance of 184,200 gross ( 140,500 net).

There is also concern that countries might face new obligations without having the additional financial means to fulfil those obligations.

In 1995 net financial flows to developing countries had continued to grow, a welcome phenomenon.
