The Procurement Service is working together with the Department of Peacekeeping Operations to improve the skills and capacity of the peacekeeping missions in procurement and contract management.

To ensure that the Department of Peacekeeping Operations submits the consolidated acquisition plan to the Procurement Service by 1 June of each financial year, the Department has an internal goal of submitting all acquisition plans to the Procurement Service by 15 May.

To facilitate data exchange between Headquarters and the peacekeeping missions, the Procurement Service has been working with the Department of Peacekeeping Operations to develop a common procurement management system.

For example, in Australia, public procurement is largely governed by government procurement policies, consisting of Commonwealth Procurement Guidelines, Finance Circulars and Procurement Guidance, the latter including a range of web based and printed guidance documents developed by the Department of Finance and Administration to assist agencies and officials to implement the Government's procurement policy.

The same Senior Legal Officer visited the Sudan in December 2004 to assist the Department of Peacekeeping Operations and the Procurement Service in contract negotiations.

The Executive Secretary, in agreement with the Department of Management, has taken over most of the responsibility for financial, procurement and personnel management of the secretariat.

As indicated in the previous report (A 58 761), information pertaining to systems contracts has been made available online to the peacekeeping missions by the Procurement Service in cooperation with the Department of Peacekeeping Operations.

Thirdly, it should considerably facilitate procurement reform and the pooling of procurement services.

The Procurement Services should investigate ways in which the procurement plan can be enhanced as a tool in the management of the entire procurement process.

About 20 per cent of such procurement is performed by field based peacekeeping procurement units.

Unlike WFP where a separate food procurement unit and manual would seem justified by the highly specialized and even complex requirements of food procurement and delivery, specialized procurement units operating under different systems of accountability might not represent optimal use of procurement resources, particularly in cases of relatively low procurement volume.

Notes with concern the possible weaknesses in the control environment with regard to procurement activities owing, inter alia, to the splitting of responsibilities between the Department of Management and the Department of Peacekeeping Operations of the Secretariat, as referred to in paragraph 14 of the report of the Advisory Committee on Administrative and Budgetary Questions A 60 904.

The Department of Safety and Security also intends to explore with the Department of Peacekeeping Operations the possibility of recourse to operating stocks of vehicles and communications held at the United Nations Logistics Base at Brindisi, on a reimbursable basis, in order to shorten equipment procurement lead times in responding to humanitarian or other security related emergencies.

In the meantime, the Procurement Service will organize a second round of the advanced field procurement training programme to upgrade skills of procurement staff in the field missions.

Most of the organizations currently use e procurement for displaying or posting procurement information on their web sites, including procurement guidelines, and for communicating with suppliers and clients.
