The Inspector therefore recommends that these five basic principles, which are not exhaustive, should guide the United Nations procurement system in the development of e procurement solutions.

The executive heads of the International Civil Aviation Organization (ICAO), ITU and the Universal Postal Union (UPU) should bring their separate specialized procurement units under a single system of accountability for procurement operations, in particular in the case of relatively low procurement volumes (para.

IAPSO's commendable efficiency achievements have, however, not solved the puzzle of its institutional status within the United Nations procurement system.

That significant growth in expenditures was, however, not accompanied by efficiency measures in the system wide organization and operation of procurement services, with the exception of procurement reforms at United Nations Headquarters in the 1990s.

As part of its next wave of enhancement of its ERP (Atlas system), UNDP is implementing an e procurement solution globally in 2005 within the overall objective of building procurement capacity at programme government levels.

The paper cites the example of the Republic of Korea's Government Electronic Procurement System which cost US 26 million to develop but saves US 2.7 billion of all government procurement valued at US 17.1 billion.

Once the common procurement management system has been developed, the exchange of data will be possible on a real time basis via the Internet, giving further efficiencies and better oversight of the Secretariat's global procurement activities.

It would consolidate the results achieved thus far in procurement reform, and lend further recognition and visibility to the procurement profession within the United Nations itself, and by extension, within the common system as a whole.
