The establishment of the United Nations Youth Fund and the launching of the Youth Employment Network encouraged the promotion of national action plans for youth employment.

Youth employment is also a priority area in the World Programme of Action for Youth.

The training of rural youth for self employment scheme is designed to specifically train rural youth in skills to enable them to take up self employment.

Youth employment can serve as a tool for development.

I am pleased to represent here one of the leading countries of the Youth Employment Network, a major international initiative to address the challenge of youth employment globally.

The European Union welcomes the progress made by the Secretary General's Youth Employment Network and encourages its further expansion to facilitate the implementation of national action plans for youth employment.

Promoting youth employment and skills development in the context of globalization

Syria recently became a State party to the Youth Employment Network.

The Youth Employment Strategy is the Government of Canada's commitment to helping young people, particularly those facing barriers to employment.

Among the key priorities of this policy are the participation of youth in decision making, non formal education and youth employment.

The Government of my country has implemented alternative employment measures essentially managed by a network of agencies specialized in promoting youth employment.

The index could measure literacy, the rates of enrolment of students in secondary school, youth employment and the marginalization of specific youth groups.

The Youth Employment Strategy (YES) is outlined in Canada's Fourth Report under this Covenant.

Promoting youth employment is therefore one of the top priorities for the Swedish Government.

However, if Governments employ specific programmes to promote youth employment and entrepreneurship at the national level, we will succeed in significantly reducing youth unemployment.

As an active contributor to the Youth Employment Network, ILO had a special role to play in promoting youth employment and could act as a catalyst in mobilizing support and implementing integrated policies and programmes to effectively meet the Millennium Declaration's commitment on decent and productive work for youth.

The Youth Employment Network, which I launched in 2001 in partnership with the heads of the World Bank and ILO, has been promoting the preparation of national action plans for youth employment in an increasing number of countries.

Expectation was expressed that Governments must create and promote employment and training opportunities for youth.

Collectively, these steps increased employment opportunities for all Ontarians, including Aboriginal people, youth and visible minorities.

Initiatives to address youth unemployment include tax incentives for companies to hire youth, financial assistance for self employment, job search centres, voluntary service programmes and training courses.

National action plans and policies to address youth unemployment need constant commitment and greater resources from Governments, particularly via the work of the Youth Employment Network.5

Azerbaijan, as one of the first countries to join the Network, has recently adopted a youth policy in the form of the State Programme for Youth 2005 2009, which views the promotion of youth employment and youth entrepreneurship among its key policy directions.

Addressing the needs of children and youth and promoting employment and job creation opportunities are given high priority.

The recent evolving situation in the region requires flexibility to quickly respond to emerging issues, such as youth employment.

Recently, in response to an initiative by France, Germany, Spain and Sweden, the EU has also made a stronger commitment to the promotion of youth employment through the European Youth Pact.

Last but not least, various local youth clubs, supported by the Ministry of Youth and Sports, play a very significant role in community development, raising awareness and various self employment schemes.

However, since youth feel that entrepreneurship is only part of the solution, they encourage youth employment policies to focus on both the supply and the demand side of the labour market.

BRUSSELS European policymakers have decided that they must be seen to be doing something about youth unemployment. A special summit of Europe s heads of state has been called, and a Youth Employment Initiative, proposed at the EU Council of Ministers meeting in February, aims to reinforce and accelerate measures that were recommended in a Youth Employment Package in December 2012.

Young people call on Member States to promote initiatives to increase universal access to financial services, including microcredit, and support networks for young entrepreneurs learn from and support important global initiatives, such as the Youth Employment Network and the Youth Employment Summit and translate and implement United Nations resolutions, such as the World Programme of Action for Youth, into national action plans.

The issue of the centrality of employment to poverty reduction has been lacking from international policy discussions, with the exception of the inclusion of youth employment in the Millennium Development Goals.
