12. The fourth facet, ageing and development, addresses the ageing process in its totality.

Relative ageing of the old age population itself is becoming a notable feature of the ageing process in the region.

The fact that ageing is not a transient issue makes it necessary to respond to the ageing process in time.

Given the social and economic implications of such changes, (i)t is essential to integrate the evolving process of global ageing within the larger process of development , as stated in paragraph 9 of the Madrid International Plan of Action on Ageing, 2002,9 adopted by the Second World Assembly on Ageing, held in Madrid from 8 to 12 April 2002.

Another important dimension of the ageing process is the rising share of women in the older age groups.

The rapid ageing of the population in the region, in particular the ageing of the older population, would increase expenditure on public health.

Population ageing, the process by which older individuals form a proportionately larger share of the total population, was one of the most distinctive demographic events of the late twentieth century.

The review and appraisal process remains an important tool for assessing the relevance of the Plan of Action in newly evolving socio economic conditions, for determining trends regionally and worldwide in ageing policies and programmes, for identifying innovations and good practices, for stimulating interest in and awareness of the ageing process, and for assisting Governments and civil society in adjusting their thinking and practical strategies to changing demographic situations.
