The Appeals Chamber decided five appeals from judgement, as well as 23 interlocutory appeals.

Currently, 27 appeals are pending (both ICTY and ICTR) comprising 13 appeals from Judgements, nine interlocutory appeals, two 11bis referral appeals, two review proceedings and one appeal from a decision of the ICTR President.

Second, the Working Group suggested means for accelerating appeals other than appeals from Judgements.

The Working Group on Speeding up Appeals, chaired by Judge Mumba and assisted by Judge Schomburg and myself, completed its work in July 2005 and circulated a final report with concrete proposals for improving the procedures, methods and working practices of the Appeals Chamber regarding interlocutory appeals, appeals from Judgements, appeals from guilty pleas and sentencing appeals.

The Supreme Court record indicates that 25 civil appeals and four criminal appeals were filed in 1993 38 civil appeals and five criminal appeals were filed in 1994 38 civil appeals and eight criminal appeals were filed in 1995 47 civil appeals and nine criminal appeals were filed in 1996 and seven civil appeals and seven criminal appeals were filed in 1997 as of 12 February.

The Appeals Chamber has disposed of 30 appeals, from both this Tribunal and the International Criminal Tribunal for Rwanda (ICTR) since the last report.

Subordinate courts are empowered to adjudicate on appeals from the local courts.

Appeals from the Summary Court are heard by the Grand Court and appeals against Grand Court decisions go before the Cayman Islands Court of Appeal.

This increase is further compounded by the fact that the Appeals Chambers considers ICTY appeals as well.

The appeals court hears all kinds of appeals against judgements handed down by courts of first instance.

Total expenditure in 2004 was 503.3 million, of which 332.2 million was from the regular budget, 37.5 million from projects and 133.6 million from the emergency appeals.

In that context, the financial tracking service, which captures funds from outside the appeals, will be a useful tool.
