For each declared Transboundary Groundwater Conservation Area, the Commission shall prepare a Comprehensive Management Plan for the rational development, use, protection and control of the waters in the Transboundary Groundwater Conservation Area.

In its response to the Secretary General dated 15 August 1997, the North Atlantic Salmon Conservation Organization (NASCO) stated that it was not aware of any activities within the area of the Convention for the Conservation of Salmon in the North Atlantic Ocean which would be inconsistent with resolution 46 215.
