The budget provides 3 million for the transport of contingent owned transport by rail, including port and customs cost and 1 million for transport of contingent owned equipment by ship.

The detailed breakdown of the reduced cost estimates for contingent personnel is shown in of annex II.8.

During the transition, the retention of portfolios and new business acquisition will be contingent on two criteria client demand and full cost recovery.

The amount of 28,900 provided under this heading has been fully obligated to cover the cost of reimbursement to a Government for contingent owned vehicles.

The cost estimates provided 1,128,000 in the cost estimates for medical supplies however expenditure was lower ( 209,100) than was anticipated at the time of preparation of the cost estimates. Some of the unutilized balance of 918,900 resulted from the reimbursement of one contingent for self sustainment.

Regrets that the 2004 Working Group on Contingent Owned Equipment was unable to reach consensus on the components for inclusion in the troop cost reimbursement methodology

The provision of 122,400 was based on the estimated monthly cost of 10,200 for spare parts, supplies and maintenance of UNSMIH and contingent owned communications equipment.

The cost estimates provide for the authorized strength of 1,350 contingent personnel and 24 civilian police, supported by 179 civilian staff (106 international and 73 local).

The cost estimate is based on a monthly consumption of 532 litres of petrol diesel per vehicle for 260 United Nations owned light vehicles and 119 contingent owned light vehicles, and 950 litres of petrol diesel per vehicle for 11 United Nations owned heavy engineering equipment and 32 contingent owned armoured vehicles, at 0.13 per litre ( 378,300), plus the cost of oil and lubricants at 10 per cent of the cost of fuel ( 37,800).

The cost estimate provides for pay for contingent personnel ( 553,300) and specialists allowance for 10 per cent of infantry and 25 per cent of support personnel ( 39,500)

The provision includes (a) two rotations for 929 contingent personnel at an average cost of 600 per person per rotation ( 1,114,800) and (b) one annual rotation for 26 staff officers at an average cost of 5,400 per person ( 140,400).

The provision for the deployment travel of military contingent personnel, daily allowance, rations and freight cost for deployment of contingent owned equipment is based on the phased deployment of 4,625 troops, including 181 staff officers, by October 2005, within a total authorized strength of 9,250 troops.
