As the term space object in the Convention includes such object as is launched into orbits over Earth and outer space, it is difficult to conclude that the term space object in the Convention includes the aerospace object.

Some delegations were of the view that the development of a comprehensive United Nations convention on space law could meet the legal challenges presented by modern space activities and ensure that outer space was maintained exclusively for peaceful purposes.

Desirous of facilitating adherence to and the application of the provisions of the United Nations treaties on outer space, in particular the Liability Convention and the Registration Convention,

Under the present international legal system, the legal regime applicable to an aerospace object is different according to its location the Chicago Convention regime is applied to aircraft in airspace and space law to a space object in outer space.

Taking into account the rules that already exist (the OST, Astronaut Agreement, Liability Convention, Registration Convention, ITU), their gaps and introducing key provisions (no simulated attacks, no dangerous manoeuvres, no harmful use of lasers, mitigation of space debris, space weapon restrictions), it should be possible to devise a code of conduct that prevents the misuse of space assets and grants space security for all through surveillance and monitoring.

Any object in the air space of a State needs to comply with the International Civil Aviation Convention (ICAC).

Other delegations expressed the view that, owing to developments in space activities, such as the commercialization of space and the involvement of the private sector, there was a need to consider a new, comprehensive convention on outer space law to further strengthen the international legal regime covering outer space activities.

The States submitting the present working paper regard the Registration Convention as an important legal instrument and recognize its close relation with the Outer Space Treaty and the Liability Convention.

The Working Group was informed of the practices followed by States in registering space objects and implementing the Registration Convention.

Approximately 88 papers, the highest number ever for this annual event, were presented during the following five sessions (a) new developments in national space legislation (b) international law and practice of agreements on cooperation regarding space activities (c) a general convention on space law?

The working paper sets out the fundamental elements of an international convention on the non proliferation of weapons in outer space and the use or threat of use of force against objects in outer space.

The norms of international space law, in particular the Convention on International Liability for Damage Caused by Space Objects and the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space (which, inter alia, also governs liability for damage caused by space objects), set out provisions to regulate such matters.

We advocate the application of the Convention on Registration of Objects Launched into Outer Space to all space objects since this will provide guarantees for the identification of space objects and their origin, and consequently for the determination of responsibility arising from them and facilitate the application of international obligations in the space field. In 1996, ISU began offering an 11 month Masters of Space Studies graduate degree programme. The topics covered the whole range of space activities, including space law, space sciences, space engineering, space life sciences, space informatics, space applications and space and society.

In addition, space debris and dispute settlement, on the basis of the ILA International Instrument on the Protection of the Environment from Damage Caused by Space Debris and the ILA Draft Convention on the Settlement of Disputes Related to Space Activities, will remain under permanent review of the Committee.

(b) International intergovernmental organizations conducting space activities that have not yet declared their acceptance of the rights and obligations under the Registration Convention should do so in accordance with article VII of the Convention

Aerospace objects should be subject to the Convention on Registration of Objects Launched into Outer Space, which should be applied in this regard.

Astronautical congress which includes symposia on space and natural disaster reduction, Earth observations, microgravity sciences and processes, satellite communications, space and education, space exploration, space power, space propulsion, space station, space systems and space transportation sponsorship of conferences, workshops and regional events.

The adoption of such a convention would make it possible to adapt international law governing activity in outer space to current realities and needs.

ESA has accepted the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space (General Assembly resolution 2345 (XXII), annex, of 19 December 1967), the Convention on International Liability for Damage Caused by Space Objects (Assembly resolution 2777 (XXVI), annex, of 29 November 1971) and the Registration Convention.

Third, the satellite launching State , as defined in the Convention on Registration of Objects Launched into Outer space and the Convention on International Liability for Damage Caused by Space Objects, should use its best endeavours to remove space debris and spent satellites from the geostationary satellite orbit to disposal orbits shortly before the end of the useful life of a satellite in order to ensure effective and economical use of the orbit.

With regard to law, the Convention on International Liability for Damage Caused by Space Objects, which regulates, inter alia, liability for damage caused by space objects on the surface of Earth, to aircraft in flight or to other space objects, is open for signature and ratification or for accession by non signatory States.
