10. Bearing in mind the importance of the general debate in providing useful input for the themes under discussion, the functional commissions should ensure that the debate is focused, adds value and contributes to action oriented outcomes of the session.

Denmark has issued a discussion paper for today's debate, which sets out some of the main challenges we see on the road ahead.

It was suggested that the identification of specific themes for the general debate might result in a more focused discussion under that item.

My delegation would like to thank the Danish presidency for convening this timely and very important meeting and for the submission of the focused discussion paper for today's debate.

The following paragraphs review the present status of the debate, identify points on which progress has been made and highlight issues that still require discussion, agreement and specific action.

In August 2000, the Committee organized a thematic debate on the issue of discrimination against Roma and, in August 2002, it held a discussion on descent based discrimination.

The proceedings of the session had been enhanced by the format of the deliberations the debate and the panel discussion and by the participation of experts and representatives of civil society.
