The unique attributes of civil society including its independent nature, its global reach and its high level of community integration make civil society an invaluable partner for the Council and our national Governments.

In addition, mindful of the need to promote a people based global campaign involving civil society in support of Palestine, Malaysian civil society organizations, under the sponsorship of Peace Malaysia, successfully organized the World Civil Society Conference entitled Peace in Palestine' in Putrajaya in March 2005, which was attended by representatives of civil society organizations from many parts of the world, including Israel.

The Secretary General's Panel of Eminent Persons on United Nations Civil Society Relations concluded that the constructive engagement with civil society must promoted for the identification of global priorities and the mobilization of resources.

The international centre would serve as a focal point for the global civil society campaign in support of Palestine.

In short, the United Nations is both witness to and participant in the birth of a global civil society.
