It was noted that since the last Congress in 2000, the international community had moved towards a global consensus on the tools necessary to protect the world's societies and citizens from transnational organized crime and corruption.

In June of this year, more than 500 civil society organizations from across 15 regions gathered here in New York and produced the Global Action Agenda of the Global Partnership for the Prevention of Armed Conflict.

As we persevere to achieve our development goals, being global citizens we look towards the international community.

In response to the recommendation on the role of civil society in the Secretary General's 2001 report on the prevention of armed conflict (S 2001 574), civil society organizations from around the world organized themselves and formed the Global Partnership for the Prevention of Armed Conflict.
