In countries where the participation of civil society is weak, it should be a major purpose of public policy to strengthen it.

The organizations and groups concerned with meeting social needs have achieved important successes in projects on the care of children (community mothers), public housing and public services (FEDEVIVIENDA), and income generation (Foundation for Higher Education, Restrepo Barco Foundation, and Social Foundation).

Mr. Alain Didier Olinga said an assessment of the effectiveness of involvement at the local level in the context of inclusive involvement in public life required an evaluation of the extent to which, and in what ways, citizens and communities at the grass roots or on the outer margins of the State were part of a collective socio political process and not excluded from or opting out of the common civic and community project.

ESCAP is currently developing a proposal for a regional project on the applications of the information superhighway infrastructure.

The association organizes Danish theatre performances and concerts, it runs community centres and provides assembly rooms, it also owns flats for senior citizens and runs senior citizens apos clubs with a comprehensive leisure time programme.
