As the Organization begins its important review process, several reports have been released, including the Millennium Project Report, the outcome of the Eminent Panel on Threats, Challenges and Change, and the Secretary General's Report on cooperation with Civil Society, that all call upon the development of partnerships with NGOs and the engagement of civil society in the worldwide campaign to implement and achieve the ambitious Millennium Declaration.

The words civil society should be replaced with the words democratic society , since the latter term is broader.
