The euro had a common central bank but no common treasury. This was unavoidable, because the Maastricht Treaty was meant to bring about a monetary union without a political union.

The Maastricht Treaty contains the striking phrase overall harmonious development. But, however admirable this sentiment may be, there is no scientific truth about the right level of disparities and the correct speed of convergence.

Some values, long espoused by the Union, should be relatively easy to convey. A decade ago, with the Maastricht Treaty, EU members agreed to respect the history, culture, and traditions of all of their constituent peoples.

The plaintiffs argue that, in the case of Greece, breaching Article 125 required proof that its insolvency would pose a greater danger than anticipated when the Maastricht Treaty was drafted. However, no such proof was provided.

The Maastricht Treaty established a monetary union, but the political union that is an indispensable precondition for the common currency s success remained a mere promise. The euro, and the countries that adopted it, are now paying the price.

Central bankers in Europe have always resented the narrow monetary policy mandate given to the ECB under the Maastricht Treaty. Nineteen years of experience with the Maastricht Treaty, which created both the EU and the euro, has shown convincingly that such limits are unenforceable. Countries with the clout to flaunt the limits will do so whenever it is politically convenient.

He followed Bundesbank President Axel Weber, who had resigned in February because of the earlier bond repurchases. MUNICH In blatant violation of the Maastricht Treaty, the European Commission has come forward with one bailout plan after another for Europe s distressed economies. Now it wants to socialize not only government debt by introducing Eurobonds, but also banking debt by proclaiming a banking union.

Financial markets have applauded the ECB s recent decisions. Moreover, having effectively thrown off all of the Maastricht Treaty restrictions that bound the bank to the model of the Deutsche Bundesbank, as former Fed Chair Alan Greenspan put it, the ECB is prepared to break further taboos.

At the time, German statesmen would assert that Germany had no independent foreign policy, only a European one. This stance led to a dramatic acceleration in European integration, culminating in the adoption of the Maastricht Treaty in 1992 and the introduction of the euro in 1999.

Some in France and not just the left want to change this. One idea making the rounds is for the European Parliament to define the ECB s objectives, on the basis that it is democratically elected as if the Maastricht Treaty did not result from a democratic process.

First, the ECB s mandate enshrined in the Maastricht Treaty is to deliver and maintain price stability. Focusing on the goal of maintaining a low and stable rate of inflation is the best contribution that monetary policy can make to economic welfare, sustainable growth, and job creation.

Many emerging markets will also want to engage in countercyclical macroeconomic policy, but they are hemmed in by concerns of fiscal sustainability and fear of rampant inflation. European fiscal policy is constrained by the Maastricht Treaty, while European monetary policy is rather single mindedly devoted to price stability.ampnbsp

Countries could practice generosity on the never never. The apparently hard rules of the EU s Maastricht Treaty and its Growth and Stability Pact, which impose a 3 of GDP ceiling on fiscal deficits and 60 on government debt, encouraged ingenious accounting to shift expenditure for purely cosmetic purposes.

Following the recent Intergovernmental Conference in Amsterdam, the Maastricht Treaty had been amended with a view to reinforcing the principle of equality between men and women, in particular by introducing the concept of affirmative action to encourage women to seek posts in those areas where they were under represented.

Fourth, the spirit of the Maastricht rule on public debt would be reinforced, and moral hazard would be reduced. A legal vestige of the original plan may offer an easy path to a greater ECB supervisory role today. According to Article 25 of the Maastricht Treaty, the ECB may offer advice to and be consulted by the Commission or the Council on the scope and implementation of legislation relating to prudential supervision.

The result was the 1991 Maastricht Treaty the point when European integration went into overdrive. But the Treaty s architects were so busy playing internal power games that they failed to recognize that monetary union could not stem Europe s decline, especially as the United States was experiencing rapid productivity growth and Asia s economic rise had begun.

Clearly, therefore, we need to devise a system of membership for key international organizations that ensures that their structures are relevant but that is also flexible enough to allow members to come and go. One way forward would be to establish numerical guidelines along the lines of the Maastricht Treaty for conferring G 7 membership.

The process that began with the report of the Delors Committee in 1989 and led to the Maastricht Treaty in 1992, the establishment of the euro in 1999, and the introduction of the physical currency in 2002 was rooted in an attempt to devise mechanisms that would generate a more stable global exchange rate regime.

Germany recognized that it could be reunified only in the context of greater European unification, and it was willing to pay the price. With the Germans helping to reconcile conflicting national interests by putting a little extra on the table, the process of European integration reached its apogee with the Maastricht Treaty and the introduction of the euro.

But the eurozone is not only replicating other unions mistakes it is repeating its own. While 25 of the EU s 27 governments agreed to the fiscal compact, aimed at imposing fiscal discipline on member states, there is no guarantee that governments will not violate the rules, just as they violated those established by the Maastricht Treaty.
