92. The issue of Croatian Serbs apos property affected by the Law on the Temporary Takeover and Administration of Specified Property remains a serious cause for concern. The law applied to houses and other property in the former sectors that belonged to persons who left Croatia after 17 August 1990 or who stayed in Serb controlled areas of the country. It also applied to unoccupied property anywhere in Croatia owned by citizens of Yugoslavia.

These countries face problems in the protection and use of intellectual property rights this is particularly manifested in the insufficient use of modern technical means of industrial property information and the lack, in several countries, of institutions for the administration and management of copyright and related rights.

The report concluded that security conditions, regarding both the safety of citizens and property, were unsatisfactory, and that a large number of Croatian Serbs were unable to regain access to their properties confiscated on the basis of the Law on the Temporary Takeover and Administration of Specified Property, though the law provides for the protection of abandoned property and not its dispossession.
