Thereafter, ordinary sessions of the Meeting of the Parties shall be held every year in conjunction with sessions of the Conference of the Parties, unless otherwise decided by the Meeting of the Parties.

4. The Conference of the Parties shall decide on the dates of the sessions of the subsidiary bodies, taking note of the desirability of holding such sessions in conjunction with the sessions of the Conference of the Parties.

According to the State party, a finding by the Committee that there has been a violation in this case would be extremely difficult to reconcile with this conclusion.

The Conference urges States parties to limit such cooperation to States that are in compliance with their obligations in this respect.

Accordingly, the secretariat enters into conference agreements with other States that host meetings of the COP or other bodies.

For this reason, the International Kolping Society is actively involved in the discussions of the European Council on a convention on minorities.

The frequency of subsequent communications by all Parties shall be determined by the Conference of the Parties at its sixth and subsequent sessions.

Accordingly, the SBI is invited to confirm the calendar proposed above and to request the secretariat to propose dates for the sessional periods in 1999, after consulting the Bureau of the COP.

A total of 147 Parties attended, in addition to 14 observer States and 135 observer organizations (including both intergovernmental and non governmental organizations).

The preparatory segment of the meeting may wish to consider related matters and decide how to put this issue forward for consideration by the Seventeenth Meeting of the Parties.

Participation in the Meeting of the States Parties

Table 2 shows that Parties and observer States make up only 35 per cent of the participants at COP sessions and about 60 per cent at subsidiary bodies sessions.
