Recent regulations and private sector standards in the food sector present new challenges for developing country exporters of horticultural products.

Article 27 Enterprises engaged in food production or marketing as well as food vendors must obtain a hygiene licence issued by the administrative department of public health before they shall be permitted to apply for registration with the administrative departments of industry and commerce.

However, in some sectors and products notably those of special interest to developing countries high tariff peaks still prevailed, while remaining tariff escalation in commodity based trade introduced a bias against diversification and processing.

Protection levels in sectors of interest to developing countries and tariff levels in the developed countries for such sensitive sectors as textiles, clothing, tropical products and agriculture remained high.

In the industrial sector, most peak tariffs are concentrated in the leather, footwear, clothing and textiles sectors (and within textiles mainly cotton, wool and synthetic fibre products).

Food Processing Sector in Developing Countries

The agencies for food hygiene supervision set up by the administrative departments of railways and communications shall exercise their functions and duties for food hygiene supervision jointly prescribed by the administrative departments of public health under the State Council and other relevant departments under the State Council.

Thus, even in the industrial sector, peak tariffs remain a significant market barrier for exports from developing countries.

(b) Continuing the diversification of the commodity sector and enhancing its competitiveness in developing countries that are heavily dependent on commodities

The sectors targeted by new proceedings in 1995 1996 were food items, chemical products, iron and steel, non ferrous metals, machinery and transport equipment, textiles and clothing, and other manufactured goods.

However, such major sectors as textiles, clothing, footwear and leather products remain outside the scope of the GSP improvements in favour of LDCs.
