During the 2006 2007 biennium UNEP will aim at strengthening a selected a set of activities currently under way, with a view to gradually building the organization's enhanced capacity in delivering the Bali Strategic Plan and preparing for the next biennium.

Infrastructure projects require extensive planning and significant upfront investment.

29. Advance planning for integration, at least for the short to medium term, should be undertaken well before the demobilization process starts.

During the period under review, UN Habitat has undertaken the physical and social planning of the two sites, while site preparation is in progress.

The medium term plan for the period 1998 2001 (A 51 6 (Prog. 13)) provides the main programmatic priority programme for the outline period.

Planning for Long Term Urban Sustainability

The centrepiece of this strategy will be, as it has been in the prior two biennia, an enterprise resource planning system based on PeopleSoft, known as Atlas.

14.11 The extrabudgetary resources projected to be available to UNEP in the biennium 2006 2007 amount to 260,931,400 and represent 95.6 per cent of the total resources expected to be available to this programme.

If we look at the delays, it takes between 10 and 19 years to put up a nuclear power plant from planning to operation.

The current annual voluntary funding had proved to be unstable and unpredictable, and it failed to include long term development planning needs.

Short term and long term programmes need to be planned and implemented in a coordinated way in order to consolidate peace and development.

(g) The financial period of UNEP is a biennium and consists of two consecutive calendar years.

Like any company, we've got to look ahead and plan for the future.

And we must make that conceptual leap in our planning and actions.

Mr. President, your leadership of the General Assembly is charting the way forward.

The Board also noted that there was insufficient long term planning of maintenance and alteration work in UNDP.

(j) Governing Council of the United Nations Environment Programme (UNEP) proposed biennial programme and support budget for 2006 2007 (UNEP GC.23 8 Add.1)

This matter was part of the planning exercise for the biennium 2006 2007.

Under this long term plan, detailed action programmes are in preparation.

The rules of procedure governing the Authority's functioning, responsibilities and short , medium and long term objectives are currently being prepared.

The activities for which UNEP is responsible fall within the framework of programme 11, Environment, of the biennial programme plan for the period 2006 2007.

There is no reference to the medium term plan in chapter 4 of the UNHCR Manual, relating to planning, implementing and reporting.

6. The Secretariat stressed the importance of advanced planning of the meetings which the Ad Hoc Committee will require to complete its work, in line with the recommendations of the Commission, by the year 2000.
