Populations living under occupation had been subjected to the worst types of war crimes and crimes against humanity, as well as hostile action by forces of occupation.

For this reason, they are again the central focus of this report.

However, at the same time it considered that armed struggle against occupation did not represent a terrorist crime.

124. In 1990, the crime of terrorism was the second cause of incarceration of women (12 per cent of the female prison population), after illicit drug trafficking (62 per cent).

If the crime of terrorism was to be included under the jurisdiction of the court, his delegation would like to see that crime defined taking into consideration the distinction between terrorism and the rights of people to self determination, to freedom and to oppose occupation.

72. The court should have jurisdiction only over the most serious crimes, those of most concern to the international community, such as genocide, war crimes, crimes against humanity and the crime of aggression.

Israel, the occupying Power, will only continue to deliberately violate the fragile ceasefire and to commit its systematic human rights violations, State terrorism and war crimes as long as it continues to believe it can act against the Palestinian people under its occupation with impunity.
