The cost saving exercise resulted altogether in the freezing of 51 work months for professional and 16 work months for general service staff.

The proposal was for a total of 101 international staff, 233 national staff and 37 United Nations Volunteers.

The net decrease of a total of 63 posts, comprising 33 international staff posts, 15 national staff posts and 15 United Nations Volunteers posts, is a result of the downsizing and subsequent liquidation of the Mission.

13. The current staffing authorization for MINURSO provides for 167 posts consisting of 102 international and 65 local posts.

Upon inquiry, the Committee was informed that, as of 31 January 1998, of the 70 international staff posts authorized under the current budget, 60 were encumbered, and all 74 posts authorized at the local level were encumbered, while one additional local staff was being charged to an international post.

Provisions are also made for a staffing component of 1,704 (397 international and 1,307 local staff) an increase of 5 international posts and 71 local posts as described in paragraph 31 of the report of the Secretary General (A 52 786).

(a) Staffing for the Property Control and Inventory Unit is proposed by redeployment from the General Services Section of 10 posts (four international staff, two United Nations Volunteers and four national General Service staff)

Staff members came from 86 countries.

(b) To young specialists and skilled workers in an amount of 80 per cent of the minimum wage, for a period of six months for young specialists and three months for young skilled workers

The net increase in national staff posts and United Nations Volunteers posts in the Human Rights Office relates to an increase in the posts in the third quarter of 2004 05 period, from two national staff posts to six posts and from two United Nations Volunteers posts to five posts, within the highest overall strength of 556 national staff posts and 147 United Nations Volunteers posts for the entire 2004 05 period.

The Engineering Section currently has six United Nations staff store workers.

Each trial team would have four Professional (1 P 5, 2 P 4 and 1 P 2) and two General Service posts and each trial preparation team three Professional (1 P 5, 1 P 4 and 1 P 2) and two General Service posts for a total of 33 Professional and 18 General Service posts (A C.5 53 12, paras. 12 14).

35. An individual contractor performs functions similar to those of staff members but will not be considered as a staff member under the Staff Regulations of the United Nations.

The Section apos s staff resources comprise 24 Professional and 37 General Service staff (11 Professional and 25 General Service posts funded from the regular budget and 13 Professional and 12 General Service posts funded from the support account), organized in 10 clusters.

For example, it was not possible to match salary costs and travel expenditure to the individual staff members concerned.

Of the nine existing investigation teams, three teams have 10 Professionals (1 P 4, 4 P 3 and 5 P 2 posts) and six teams have 9 Professionals (1 P 4, 4 P 3 and 4 P 2).

In addition, the Ombudsman met with key managers, staff representatives and also staff members selected at random in each duty station.

The authorized number of established local staff posts was 193.

72. Staffing resources have been increased to 13 posts, 10 of which are at the Professional level.

The current staffing for UNFICYP totals 351 posts, consisting of 44 international staff and 307 local staff.

To meet the staffing requirements for the establishment of nine identification centres, Commission headquarters and three district offices, it is proposed that the current staffing of MINURSO be augmented by an additional 206 posts consisting of 176 international and 30 local posts, as set out in the table below.

The number of staff has increased to 511, with the overall number of approved posts totalling 646.

On the basis of past experience, approximately 144 Professional work months for 6 Professional staff and 72 work months for support staff would be required.

Four General Service posts are replaced by one Field Service post and three Local level posts.

78. Since 1994, the number of UNFPA approved staff posts rose from 801 to 919.

An example is the metal workers apos trade union for shop floor workers and the union representing supervisors in the metal industry.

The incumbent will be responsible within the Payroll Unit for functions including the monthly preparation of all local staff salaries, all individual staff fees and monthly payment order for international staff.

One agency employs between 31 and 40 staff members, and two respondents have national agencies with more than 50 staff members.

One P 3 to assess staff training needs and support the organization of staff training

The new Chairperson of the Global Staff Association (GSA) said that he was the first head of the GSA who was a national staff member and worked in the field.

To strengthen its security arrangements, UNOCI has requested an additional 24 international and 19 national staff posts (see para. 61 above).

According to data from Women Workers and Unions in Europe on the two major unions, women represented only 18 per cent of the members of the Unión General de Trabajadores and only 13 per cent of the members of Comisiones Obreras in 1992.

As indicated in paragraph 8 above, the present commitment authority request includes 328 additional posts (134 international staff and 194 national staff) and 52 United Nations Volunteer positions to support the Mission's expansion.

It was likewise an issue uppermost in the minds of the staff.

(b) Staffing for the Contingent owned Equipment Verification Unit (four international and six United Nations Volunteers) is proposed by redeploying 10 posts from the Office of the Chief of Integrated Support Services
