Legal issues In reviewing the claims in the fifth F4 instalment, the Panel considered a number of legal issues relating to the claims.

The claim of E4 claimant Al Illaiwi Abudiak for Transport Export Import Co. was considered in the second instalment of E4 claims.

E4 claimant Ali Muowar Mohammed Kharma Industrial Equipment Co. was originally considered in the second instalment of E4 claims.

Budget making and the process of budget approval, including determination of which institutions will have power to approve the budget.

The category C Panel reviewed the category C claim in the Seventh C Report and recommended an award of USD 58,805 for the losses of the business.

The E4 Panel reviewed and made recommendations for awards of compensation for the second, sixth, and eighteentheighth and twentieth instalments of E4 claims, and the E4A Panel reviewed and made recommendations for awards of compensation for the tenth and and twenty second sixteenth instalments of E4 claims.

The Commission is requested to review the draft and approve that structure as the recommended international product classification standard.

This global approach was suited to the specifics of category C claims processing, as category C claims are subject to mass claims processing procedures and are not subject to extensive individual review or claim development.

Consistent with these procedures, claims in the fourth instalment have been individually reviewed for recategorization to defined loss types.

The claims in categories A, B and C were humanitarian in nature and were not individually reviewed, but rather mass processed on an expedited basis.

5. Consideration of applications

Circumstances such as those described above raised concerns for the Panel about the evidentiary value of the audited financial statements provided in support of the claims in this instalment.
